NATURE OF WORK
This position is responsible for managing the District’s radios and wireless communications systems for voice and data used to conduct public safety communications and other business within the District and outside agencies. Job scope spans managing communications technology, contracts, planning, projects, budgets, and customer relations.
Oversees the District’s communications competency for the following broad areas of expertise:

  • Public Safety 700/800 MHz Radio Engineering and Architecture
  • Cellular Systems
  • Microwave Systems
  • Radio and Cellular Systems Customer Support
  • Interoperability
  • Wide Area Networks
  • FCC Rules, Standards, and Licensing Procedures
Serves as primary contact to all stakeholders related to wireless communications systems for West Metro and other governmental agencies at the Special District, municipal, county, and State of Colorado level. Also responsible for managing project outcomes schedule, risk, staffing, dependencies, and internal and external customer satisfaction. 
ESSENTIAL DUTIES 
Radio system administration inclusive analytics, testing, inspection, security, and interoperability.
Ensures 24/7/365 system support and 99.999% system reliability for users.
Functions as radio system and services liaison. Recommends policy and procedure changes specific to radio use and configuration.
Participates in, advises and consults with the Metropolitan Area Radio Committee (MARC) on radio system and equipment issues, policies, documentation, and communications requirements in all aspects.
Participates in the North Central Region (NCR) and the Urban Area Security Initiative (UASI) combined meetings, and exchanges inclusive relevant exercises.
Provides technical support. Works with radio technicians on H/W, S/W, and firmware assessments and problems resolution; inclusive working with the West Metro IT Department on station fire alerting systems monitoring and evaluations at individual stations and at the systems level. 
Ensures monthly testing and evaluation of station fire alerting system(s) in coordination with I.T to ensure operational needs are met and system issues addressed in a timely fashion.
Collects and documents requirements for radio, LTE, and other communication technologies and translates these into functional specifications and detailed test plans. 
Tests newly purchased equipment for conformance to specifications and proper functionality.
Coordinates with staff to identify, prioritize, and plan for communications needs and improvements. 
Sets goals for levels of service related to the radio network infrastructure for conformance to specifications, and proper operation and calibration. 
Serves as a representative of the District and makes technical recommendations through coordination with local, county, state, and federal agencies on public safety radio communications issues. 
Prepares statements of work and scopes of work for communications/radio IGAs, MOUs, and related documentation. 
Manages District tower assets, balancing District current and future needs with commercial leasing opportunities. 
Tracks current systems, subscriber equipment, software, and radio applications to identify short-term and long-term capital needs. 
Ensures proper repair of subscriber equipment, related radio communication equipment, Dave Clark headsets, and other electronics as directed. 
Ensures overall alignment within organizational needs. 
Researches new technologies to leverage original and innovative solutions for stakeholders.
Become knowledgeable in radio system cyber security threats, threat preparedness and mitigation planning, system monitoring, and radio system reconstruction procedures. 
Responsible for radio system testing (uplinks and downlinks) in coordination with Life Safety and Lakewood radio technicians on all BDA and DAS systems. Promotes improvements to testing procedures and policies. 
Contributes to development of feasibility analysis to project’s scope. 
Contributes to budgeting requirements for tasks and projects. 
Completes efforts with minimal direction and guidance. 
Performs related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Ability to use and operate a wide variety of office automation equipment and software, including spreadsheet applications, database management, record storage and retrieval systems, and word processing.
Understands District’s products/tools/systems and functionality.
Possess interpersonal skills necessary to effectively work with other District members and third-party providers. 
Ability to work both independently and as a team member.
Expert in the use of 800 MHz and multiband radio devices.
Familiarity with core communications networking equipment.
Three to five years related work experience required.
Bachelor’s Degree in engineering or related technical field preferred. 
Ability to train non-technical system users.
MATERIALS AND EQUIPMENT DIRECTLY USED
Operates personal computer, printers, general office equipment to include telephones, calculators, copy, and fax machines.
JOB REQUIREMENTS, EDUCATION, AND EXPERIENCE
ENTRY LEVEL
  • High school diploma or GED equivalent
  • Must be proficient in Microsoft Office Suite
  • Strong internal and external customer service
  • Able to communicate effectively verbally and in writing
  • Highly organized and able to multi-task and work under time constraints 
  • Must be proficient in math and English
  • Must be proficient with utilization of smart devices
OTHER NECESSARY SPECIAL REQUIREMENTS
Must be at least 18 years of age. Must possess a valid Colorado driver's license (or be eligible to obtain by time of employment) and exhibit a safe driving record. Failure to maintain a valid driver’s license and safe driving record is subject to Administrative Procedure #4104: Operation and Use of District Vehicles. Background investigation, polygraph, physical examination, and substance screening required prior to employment.
Must demonstrate the ability to meet the physical demands of the job. May include exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with District staff, the public, and outside agencies. While performing the duties of this job, the employee is regularly required to sit, talk, and hear. The employee is occasionally required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms, stoop, kneel, crouch, crawl, and drive.
